Philadelphia police are now being given the choice of connecting addicts to social services instead of arresting them for drug possession, prostitution, and similar crimes.
The program is modeled after one in Baltimore. After a successful pilot project in place for a few months in Philadelphia, the city is expanding it to the parts of the city that have been hit worst by drug problems.
The program applies to people who would otherwise be arrested for a first or second low-level offense. It does not apply to drug dealers.
